JOHANNESBURG - He was speaking at a gala dinner organised by the ANC’s White River branch in Mpumalanga.

“Our focus should also be on quality education and ensuring oversight and monitoring on bringing leaders quality infrastructure, books and opportunities.

“The ANC should develop cadres who are qualified professionally and who can take up management positions in local government,” Phosa said.

He said leaders do not have rights; elected leadership is a privilege linked to a term.

“The test for leadership will not be on ideas, that phase is over.

“We will all be judged on our performance. The branches of the ANC don’t owe any member of the national executive committee (NEC) a second term, they don’t.

“It is up to the branches of the ANC to decide whether or not we have performed. If you are of the view that we have not performed, give us the trek pas,” he said.

Phosa said the 2014 and 2019 elections will be fought on the issues of economic growth, service delivery and transparent governance.
