Who is responsible for the closing of graves?

Resident wants to know why graves are not being closed.

I was recently at a funeral of one of my friends. We went to church for a service and then afterwards to the Alberton Cemetery for the burial service.

However, I found it very strange to hear that when you pay the municipality a fee to dig open a hole for burial they will not close it.

So if the families of the deceased don’t close the grave it stays open as they do not close the burial sites at the Alberton Cemetery. Is this how it is supposed to work or is someone fooling me? Why are they not closing the graves?

This is very strange.
