Qbit responds to DA’s Clr Loe

The Qbit Group has responded to the leader of the DA in Ekurhuleni, Clr Shelley Loe.

During her speech at the council meeting held at the New Council Chambers in Germiston on October 31, she asked what had happened to the QBIT case.

She said the tender awarded to Qbit was against the advice of Ekurhuleni’s legal and finance departments. The Director of the Qbit Group, Mr Otto Pretorius responded.

“During a process of reviewing the delivery structures for the Ekurhuleni Metro Municipality (EMM), in accordance with the 2055 Strategy, a radical shift was made towards repositioning several departments. These included Economic Development, Environmental Resources Management, Waste Management, Property Management (facilities) and Client Service Management to mention just a few,” said Mr Pretorius.

He said the key focus of the Institutional Review across all departments was to improve middle layer management and specialist support functions in the metro.

“This refocus will ensure optimal support is provided to the executive management on practice management (the optimal way to do things), which is planning and integration, and service delivery improvements going forward,” said Mr Pretorius.

He said the typical private sector methods incorporating “Levels of Work – Elliot Jacques” as a way of clarifying accountability between levels, clarity in mandate (legal framework) and optimal process integration was used as design principles in the work completed. “On request of the Department of Energy, work previously delivered by KPMG was incorporated using these same design principles,” said Mr Pretorius.

He said the team leading this work was contracted through QBIT Group and included specialists in Client Service Models, Accountability and Organisation Design, Process Management, Competency Management and Profiling. He said local government specialists, with a track record of 30 years’ experience, also supported the team of base specialists.

“The complex part of design work is always the tactical implementation of it. We are proud of the contribution we have made to assist the metro in its quest for excellence. We have a number of satisfied public sector clients, including the South African Revenue Services (SARS),” said Mr Pretorius.
