City of Mbombela gets new leadership
The City of Mbombela has welcomed the appointment of a new acting municipal manager, Neil Diamond, and chief financial officer (CFO), Wiseman Khumalo, following the resignation of Noko Seanego and Oupa Mokoena.

MBOMBELA – The provincial Department of Cooperative Governance and Traditional Affairs (Cogta) seconded the officials to act in the positions until permanent replacements have been appointed.

Diamond has more than 16 years of local government experience. He holds an executive MBA in strategic management from BSN, a leading European business school in the Netherlands.
He has served in several positions in local government and has vast experience in service delivery, municipal finance management, revenue enhancement and supply-chain management.
“Diamond brings a host of skills and expertise to the City of Mbombela. He has a clear comprehension of business-operating models, systems and business processes needed for efficient and effective local government,” the municipality said.
His top achievement was as chairman of finance at Ekurhuleni Metro from 2011 to 2015, (where he) spearheaded the Operation Clean Audit that resulted in Ekurhuleni achieving two consecutive clean audits from the Auditor-General in 2014 and 2015.”
Wiseman Khumalo – acting CFO
Khumalo holds a Bachelor of Accounting Science (B. Compt) degree from the University of the North (now Limpopo) and is an associate member of the Chartered Institute of Government Finance, Audit and Risk Officers.
He has over 15 years’ experience in local government having occupied various positions. He held a position of CFO at Ehlanzeni District Municipality from 2009 where he attained seven consecutive clean audits since 2009/10 financial year.
