A central reason the traffic department produces for not having 24-hour manned surveillance of Townhill is that they do not have a 24-hour shift. These 24-hour shifts are not unique.
They are necessary for some fields.
Those who have to attend to accident scenes, (including medical personnel) during untimely hours are on duty for a good reason.
A similar duty could be extended to traffic officials so that accident scenes and the subsequent bloodshed down Townhill are prevented.
Having said that, there needs to be visible and conspicuous policing at all times. The absence of that renders driving down Townhill hazardous.
Otherwise, it would mean that authorities have blood on their hands.
