Johannesburg Roads Agency promises to spend every cent of budget on road infrastructure

The road agency says the budget is going to target road network upgrades, storm water infrastructure, and the bridge network programme, amongst others.

Johannesburg Roads Agency (JRA) is grateful to the City of Johannesburg (CoJ) after it announced its commitment to infrastructure development by injecting a capital of R2.8b over the next three financial years.

The road agency said this substantial allocation, as outlined in the CoJ’s 2025 budget speech, underscores a dedicated focus on enhancing and modernising critical road, storm water, and bridge infrastructure to improve mobility, safety, and foster sustainable urban growth.

Zweli Nyathi, CEO of JRA, said they are specifically grateful the R912.81m allocated for the 2025/26 financial year.

Nyathi acknowledged that the city’s road infrastructure is aging and requires substantially more investment. He said that is why every rand allocated will be utilised efficiently and effectively to make a tangible difference in the lives of Johannesburg residents and road users.

The agency said the R2.8b investment forms a cornerstone of the city’s broader R26.2b three-year capital budget. For the immediate 2025/26 financial year, JRA has been allocated a specific budget of R912.81m, which will be deployed across a range of crucial programmes to address the persistent challenges posed by Johannesburg’s aging road network.

MMC for Transport Kenny Kunene said this budget, though not fully sufficient to address the vast challenges of the aging road and storm water networks, provides them with critical resources to continue their essential work.

“We acknowledge the city’s significant road infrastructure backlog of R276b, with R90b needed for the expansive road network, R37b needed for bridge repairs, R144b for catchments, dams, and storm water drainage, and our sidewalks requiring R4b.”

These are the key programmes for the 2025/26 financial year, according to JRA.
