Residents’ voices key to improving Ward 94 – councillor
From potholes and streetlights to service delivery concerns, Ward 94 residents are being encouraged by councillor David Foley to make their voices heard through the City of Johannesburg’s IDP and budget consultation process.
Residents and businesses in Ward 94 are being encouraged to take part in the City of Johannesburg’s integrated development plan (IDP) and budget consultation process, with Ward councillor David Foley saying community input plays a key role in shaping service delivery and future projects.
Foley said the annual consultation process gives residents an opportunity to raise concerns and suggest improvements they would like to see in their streets, suburbs, and the ward as a whole. “These inputs, from the residents and businesses, will form part of my submission to the City of Johannesburg as the councillor of Ward 94.”

He said that the IDP process allows communities to identify priorities ranging from road resurfacing and streetlight installations to service delivery concerns. “This is a yearly opportunity for all residents, from an IDP perspective, to make suggestions as to what they would like to see in their streets, suburbs, or wards.”
Foley added that the tariff consultation aspect is equally important, as it gives residents a platform to voice whether they feel they are receiving value for money through municipal rates and services. “The tariff engagement is critical to state if you are getting value for money, with your rate calculation and the services from the entities.”
According to Foley, while he submits concerns he identifies across the ward, resident participation helps ensure that overlooked areas and issues are also highlighted. “Although I do a submission for the ward from what I see, it’s critical that residents add to the list, as I cannot cover every part of the ward.”
Foley also encouraged residents who may feel discouraged or believe their submissions do not make a difference to continue participating. “I always say never give up. The more detailed information we submit yearly, the better the chance of roads being resurfaced or streetlights being installed. If you submit nothing, nothing will happen.”

He created a survey, for which residents can list their wishes when it comes to service delivery in his Ward. The closing date for the survey is May 15, and he will submit it on May 18.

Foley said email submissions are often the safest option because they provide proof that concerns were formally submitted. “Although there are multiple avenues to submit, I feel submitting via email is proof that it was submitted, and it can be used to negotiate for next year.”
To help residents participate more easily, Foley said he also provides survey examples aimed at stimulating ideas about the types of requests communities can submit.
