It was supposed to be just another run along Mnandi Road until Garet Spares spotted a truck pulling off to the side of the road and watched, in disbelief, as waste was allegedly dumped in plain sight.

In a video that has since circulated among residents, Garet can be heard confronting the driver, demanding answers and recording the vehicle’s number plate.

“Do you think this is legal?” he asked the driver repeatedly, refusing to back down as the driver attempted to leave the scene. “Please carry on. No, please carry on. It’s fine. You don’t care about this area. What’s your number plate? I’m reporting to you today. I promise you don’t care. We are sick and tired of this.”

The incident has once again highlighted growing anger among residents who feel their neighbourhood is being neglected and disrespected by those who dump waste illegally.

Johannesburg Metropolitan Police Department spokesperson Xolani Fihla confirmed that the matter is being taken seriously after the video was sent to him by Fourways Review.

“This appears to be a clear case of illegal dumping, and I’m glad you brought it to our attention. It’s frustrating to see our communities being treated this way.”

He reiterated that illegal dumping is a by-law offence under the City of Johannesburg Waste Management By-laws, with fines ranging from R1 500 to R10 000 depending on the severity.

“In serious cases, offenders who fail to pay fines or appear in court may face prosecution, which could result in a criminal record or even imprisonment.”

Fihla said that there is no excuse for illegal dumping, noting that residents and businesses are responsible for disposing of waste at licensed landfills or Pikitup sites.

“Not knowing where to go is not a valid legal defence.” Authorities have encouraged residents to report incidents immediately, providing clear evidence such as photos or videos, vehicle registration numbers, and precise details of the time and location.

“We will follow up on this specific footage to ensure the necessary enforcement is carried out. Thank you for being an active citizen and helping us keep our city clean.”
