DA tables Motion against Lesedi Mayor

The DA claims that Mpele’s appointment had not been ratified by the MEC, as is required for the position to which he was appointed. He was initially appointed as Chief Financial Officer in 2016 at an annual salary that is beyond the limit of the regulated remuneration packages for a category 5 municipality.

The DA Caucus in the Lesedi Local Municipality (LLM) holds mayor Francina Maloka accountable for misleading council and withholding key correspondence between the municipality and the MEC for Human Settlements, Cooperative Governance and Traditional Affairs, Paul Mashatile, regarding the current Chief Financial Officer Paul Mpele’s appointment.

“We will continue to call for the situation to be rectified,” DA councillor Mirna Mulder said in a media statement.

The DA claims that Mpele’s appointment had not been ratified by the MEC, as is required for the position to which he was appointed. He was initially appointed as Chief Financial Officer in 2016 at an annual salary that is beyond the limit of the regulated remuneration packages for a category 5 municipality.
A few months later the Mayor appointed him as municipal manager and asked the MEC to increase his salary to R1 554 275 from his then annual salary of R1 301 679.

“It’s not clear if this request was granted or not,” Mulder said.

In June this year, the MEC ordered LLM to remove Mpele as municipal manager. However, the mayor has again reinstated him as Chief Financial Officer of the municipality.

Meanwhile, Mpele approached the Labour Court on July 20 to have him reinstated as municipal manager, but the court dismissed his application.

On August 23 the mayor survived a motion of no confidence against her, following a lengthy debate and a vote by show of hands.

15 ANC councillors voted against the DA’s bid to remove the mayor, while 10 opposition members voted for her to leave office.

“It is evident that, in spite of the fact that there is substantial evidence to remove the mayor from office, the ANC is prepared to perpetuate irregularities such as deploying corrupt and incompetent cadres in local municipalities,” Mulder concluded.

The DA said they are the only party that can bring about positive change that build one South Africa for all.
