Former Kemptonian gets top job in Western Cape

He sees his appointment as an opportunity to make a difference in the lives of all Drakenstein residents

A long-time resident of Kempton Park, Dr Johan Leibbrandt has been appointed as the municipal manager of the Drakenstein Municipality in the Western Cape.

The area includes Paarl, Wellington, Gouda, Saron and Simondium.

Leibbrandt has served in many senior positions in local government over many years. He took up his new position on March 1.

He was CEO of the Kempton Park Tembisa Metropolitan Local Municipality from 1994. After the establishment of the Ekurhuleni Metropolitan Municipality he served as deputy city manager for eight years.

He left Ekurhuleni in 2010 and joined PricewaterhouseCoopers (PwC) as a senior specialist advisor to governments at local, provincial and national levels in Kenya and South Africa (2010-2016).

He holds an executive MBA and received his PhD in 2013 in business administration, focusing on strategy formulation and the effective implementation of strategies and plans.

He has authored various articles which were published in local and international journals and has presented various papers on topics such as transformation, strategic planning, integrated development planning, performance management and strategy execution.

From 2000-2001, he served as strategic planning advisor on the Minister for Provincial and Local Government‘s National Special Task Team (STT) in South Africa. During this project, Leibbrandt authored an integrated development planning (IDP) guide for municipalities.

In April 2010, he was appointed by the Gauteng Provincial Minister for Local Government and Housing as the transformation manager responsible for the merger of the City of Tshwane and the Metsweding District Municipality.

He has vast experience and understands the operating models, business processes and systems required to ensure efficient and effective service delivery, optimal resource utilisation and performance enhancement.

He sees his appointment as an opportunity to make a difference in the lives of all Drakenstein residents. This, according to him, will be achieved by a highly motivated, well-skilled and equipped workforce and the adoption of a customer-centric planning and implementation approach.
