Metro to conduct investigation into deadly roadworks on Isando Road

The motion was brought by ward councillor Simon Lapping at the latest council meeting on Thursday.

The metro has accepted a motion to conduct a comprehensive investigation into the roadworks on Isando Road which lead to the death of an Edleen father in December last year.

The motion was brought by ward councillor Simon Lapping at the latest council meeting on Thursday.

The City of Ekurhuleni must provide a report back within 60 days.

Accompanying the motion was a memorandum drawn up by the biker community on behalf of the residents of Ekurhuleni.

TC Frankenberg (32) was critically injured in a motorcycle accident when he hit a sandbank on Isando Road where poorly marked roadworks were being done on December 14. He died in hospital on December 26.

In his motion, Lapping said numerous accidents had occurred on Isando Road the past few months due to the poor maintenance by service providers, rendering it dangerous for motorists.

“Isando Road is a major road in Ekurhuleni and ensuring it is well-maintained and suitable for traffic is vital to commuter safety. The City of Ekurhuleni is ultimately responsible for the upkeep and maintenance of the roads,” Lapping said in his motion.

In the memorandum handed in, it was stated: “Section 152 (1) (d) provides for: The objective of the local government is to promote a safe and healthy environment. This cannot be achieved when basic safety measures are continually ignored by the municipality, and its appointed contractors when repairs are undertaken.

The memorandum asked for a complete and thorough investigation into the roadworks undertaken on Isando Road from July 2018 to date.

“These investigations must take place in an open and transparent manner and allow members of the public or any professional body to present evidence.”

Mike Waters MPL also submitted a petition from residents to Parliament last week. The speaker on Monday formally referred it to the Portfolio Committee on Cooperative Governance and Traditional Affairs.

The petition called on the Assembly to investigate the failure of the City of Ekurhuleni to ensure that safety measures were put in place during roadworks along Isando Road, resulting in two deaths and several injuries
