Stormwater chaos in Kempton Park: Residents demand urgent municipal action

What was once a safe home for Winnie Mojela and her family in Condere Estate, Terenure, Kempton Park, has turned into a dangerous place.

Since early 2025, Mojela has been struggling with stormwater damage from an unfinished, abandoned municipal stormwater pipe project behind her property.

The problem first became apparent on January 30, 2025, when she reported water flooding in her yard and a large trench forming just outside her boundary wall.

Despite repeated complaints to the municipality, no action has been taken, leaving her family’s safety at risk.

“The stormwater flows directly into our property. I logged the call before the wall collapsed, but it was ignored.

“The operation manager, the Customer Relations Manager, the Head of Department for Roads and Stormwater, and De Lucia Management (complex management) were all informed, yet nothing has been done,” Mojela said.

On December 2, Mojela’s worst fears materialised when part of the boundary wall collapsed, affecting her yard.

De Lucia Management stated in an email that they would only erect a temporary fence and are not responsible for the damage, advising Mojela to contact her insurance provider.

Mojela’s insurer quickly erected the fence, notifying De Lucia Management, who have reportedly attempted to prevent the insurance company from completing the work.

“The erosion is approaching my thatch lapa, yet De Lucia Management has not erected the temporary solution they promised.

“Other units along the boundary wall are also affected, and it’s only a matter of time before my neighbours’ walls fall,” Mojela added.

Ward Councillor Tracey Lourenco confirmed the issue, saying she followed up with municipal officials but was told there are currently no funds for the project as it was not budgeted.

“I will escalate this matter to ensure it is resolved. Residents cannot continue to suffer and lose assets due to a lack of service delivery,” she said.

Mojela and other residents are concerned not only about property damage but also about the safety of children playing in the complex and the potential security risks posed by the fallen wall.

Kempton Express reached out to the City of Ekurhuleni’s Department of Water and Sanitation and the Department of Roads and Stormwater on December 3, and to De Lucia Management on December 4.

By the time of publication, there had been no response from the municipal departments, while De Lucia Management indicated they would follow up but had not provided written feedback.

Residents now hope the issue will be resolved urgently to prevent further damage, accidents or security breaches in the complex.
