The executive mayor, Ms Flora Maboa-Boltman, said Govan Mbeki Municipality was not assisted by Sasol to pay Eskom in October.
She said Council got the money from rates and services.
She confirmed that the municipality did ask Sasol for help, but Sasol said Council should deal with electricity theft and cut the power of those who owe the council.
