Residents started howling when Zwane talked about the decision of the municipality to block residents who want to buy prepaid electricity because they owe the municipality.

Zwane said the municipality will begin implementing its debt and revenue collection policy after 14 days.

Some residents ask Zwane which services he was referring about because the municipality is failing to deliver basic services such as waste collection, repairing roads and solving sewage spills.
