Great article on the homeless situation there on Bolton, but I do feel that the story is rather one sided though.
You should interview the business owners on that corner and see how badly vagrants have affected their businesses.
I personally have seen an intoxicated homeless person giving people grief just outside Motomia. Or stumbling in the road and throwing cans at cars passing by.
Imagine arriving at work in the morning, having to chase away vagrants who swear at you, and then having to clean up their faeces – every day…
Personally my heart goes out to those poor business owners who face that dredge.
