The answer to the letter from Toni Walsh, City useless, week ending 22 August, is simple.
There are bylaws for everything which the various municipal departments enforce – not to any great extent , but there are some.
The rot set in when the ANC gained control of the city, took away the departmental rights of enforcement, and handed this to the newly-formed Metro police, which unfortunately does nothing for the city except sit under bridges and in bushes with cameras.
If they did their jobs, pavement gardens would have pedestrian paths through them, we would not require an insurance company to do traffic control and all the other items that have gone by the wayside .
