Basic Education Minister, Angie Motshekga attributed the drop in the pass rate to the change in curriculum with Outcomes Based Education (OBE) being replaced by CAPS Curriculum. The change in curriculum has been said by Minister Motshekga to have put a strain on schools across the country.
