NOTICE OF PUBLIC PARTICIPATION FOR THE LICENSING OF THE LIBANON LANDFILL SITE, RAND WEST CITY LOCAL MUNICIPALITY Notice issued in terms of the National Environmental Management Act 107 of 1998 (NEMA); the Environmental Impact Assessment Regulations, 2014 (as amended); and the National Environmental Management: Waste Act 59 of 2008 (NEMWA) Proposed Activity: The proposed development includes the licensing and formalisation of the current landfill operation, the development of an additional landfill cell, improvements to stormwater and leachate management infrastructure, the provision of a pollution control dam and associated drainage measures, and the establishment of waste sorting and baling facilities. The project is intended to strengthen municipal waste management capacity and improve the overall environmental performance of an existing facility that serves surrounding communities. Applicant: Rand West City Local Municipality Location: The Libanon Landfill Site is located on Portion 41 of the farm Gemspost 288 IQ, Westonaria, Rand West City Local Municipality Environmental Impact Assessment Process: As per the National Environmental Management Act 107 of 1998 (NEMA), Environmental Impact Assessment Regulations 2014, as amended, the licensing of the Landfill Site will require an Environmental Authorisation and therefore a Scoping/ Environmental Impact Assessment Process will be followed. In terms of the National Environmental Waste Management Act (Act 59 of 2008), and the EIA Regulations of 2014 as amended, a NEM:WA application for Category B, Activity 8 and 9 will be submitted to the Gauteng Department of Environment (GDEnv). Together with this application an application will also be submitted to the Department of Water and Sanitation (DWS) for a Water Use License, as per the National Water Act 36 of 1998, Section 21(b) and Section 21(g). Availability of the Draft Scoping Report: The Draft Scoping Report will be available for review and comments from 17 June 2026 – 17 July 2026. The report will be available electronically and can be requested from the Environmental Assessment Practitioner through email – yonanda@gtec.net.za All comments on the proposed project or requests to be registered as an I&AP must be submitted to the contact details provided below, by 17 July 2026.
