It was only after Mr Isaac Nxumalo of Cedara Street in Clewer had applied for a prepaid meter when he discovered that he has been paying for sewer services and yet he has his own sewer drain in his yard.

Mr Nxumalo has been living in Clewer since 1992 and after seeing that he was paying too much for his electricity he applied for a pre-paid meter. He said that he was told to fill some forms applying for the pre-paid meter and told that it will reflect on his municipality account if approved. After that he realised that he was being charged for a sewer service where else he dug his own sewer storm water drain after settling in the area.

He then approached the municipality and was told that that since he was wrongly charged for all these years, they will reverse the amount he had paid for only one year, he refused.
“I was then referred to another official who promised me that the reversal will be for two years only and not for all these years I was wrongly charged, still I refused. I want the entire amount that I have been paying for all these years reversed while I was wrongly charged. If I owned the municipality they would want all their money, the same thing will apply with me, I want all my money to be reversed,” explained Mr Nxumalo.
Mr Nxumalo also explained that Clewer is divided into two parts with the other part being serviced by the municipality. He said in their case they hire trucks to collect the materials.
