How to apply for traffic calming measures
Traffic calming measures are essential for enhancing road safety and improving the overall livability of our communities.
If you are interested in applying for traffic calming measures in your area, there are several important steps you can take to initiate the process effectively.
According to the Johannesburg Roads Agency (JRA), the Office of the Speaker plays a crucial role as the custodian of all petitions related to such requests.

This means that it is the responsibility of the Speaker to not only promote but also to facilitate a fair and equitable process for considering the various petitions that are submitted to the council. This is done according to the current petition process and policy that govern these matters.
Lucia Mhlanga, spokesperson for the JRA, emphasised that the agency required an official petition for traffic calming measures concerning a specific road to be submitted from the Office of the Speaker.
This submission can only occur after the individual requesting the installation of these traffic calming measures has adhered to the correct procedural steps. They must submit a well-structured petition to the Office of the Speaker, following all necessary guidelines to ensure their request is properly considered.

This process is designed to ensure that all voices are heard and that requests for traffic calming measures are handled systematically and efficiently.
“The person submitting the petition should ensure that their petition is submitted to the local ward councillor for consideration, alternatively, the Lead Petition is at liberty to submit the petition at the Speaker’s Office if the ward councillor is not available,” said Mhlanga.
Procedure for logging petitions:
- The petition is registered at the speaker’s office and given a reference number.
- letter of acknowledgement is sent to the petitioner.
- The relevant ward councillor is informed of the petition in his/her ward.
- The petition is referred to the affected department or a Municipal Owned Entity (MOE) for consideration and response.
- The department/MOE considers the petition and submits either a progress report or a report and closure form to the Petitions Standing Committee.
The process for petition submission is as follows:
- The petition should be submitted to the local ward councillor.
- The ward councillor will then submit the petition to the speaker’s office based at the 5th Floor, Forum1, Braam Park,33 Hoofd Street in Braamfontein.
- The Speaker’s Office will then allocate the petition number and forward it to JRA marketing and communications unit.
- JRA’s marketing and communications unit will then forward it to the Traffic Engineering Department for investigation and reporting.
- Only then will the request be attended to once the investigation has been completed.
