Solly Msimanga MPL and DA Gauteng Premier candidate said Penning’s passion for and commitment to politics started while he was a student.

At the time he joined the Liberal Party.

“He was a veteran of the DA and has been a public representative for many years. Victor was a councillor for 20 years in Benoni and held the position of chairperson of the management committee for nine years,” Msimanga said.

Penning served as a Joburg councillor since 2000 and held a position of finance spokesperson.

“He will be remembered for his hard work and commitment to ensuring that services are delivered to all the residents of Joburg. He was a selfless leader who was dedicated to spreading the DA’s message of change. Our thoughts and prayers are with his family during this time of bereavement,” said Msimanga.
