Acting city manager is on special leave

The appointment of the New city manager is City's priority.

Joburg’s multi-party government is taking further steps towards strengthening service delivery and management of the City.

The Council, on receipt of a report from the Mayoral Committee, passed a resolution that authorised the mayor to place the acting city manager, Floyd Brink, on special leave.

This was done in order to provide an independent investigator the time to investigate allegations of misconduct as expressed by an ENS investigation into non-compliance with procurement processes for portable handheld communication devices and CCTV equipment for the Public Safety Department.

To keep the City administration well-managed and to avoid disruptions to service delivery, Council also resolved to appoint Christiaan ‘Tiaan’ Ehlers as the acting city manager until a new and permanent city manager has been appointed.

Ehlers has served the City of Johannesburg under several political administrations led by different political parties and politicians. He has 34-years of local government experience, 17 of which are at executive management level.

Since August 2021, Ehlers has served as the executive director of the Environment and Infrastructure Services Department, which encompasses key frontline service delivery entities, namely, City Power, Joburg Water and Pikitup.

He completed his tertiary education at the University of Pretoria, where he obtained a bachelor’s degree in Town and Regional Planning in 1980. In 1990 he obtained his Master’s in Business Leadership (MBL) from the University of South Africa (Unisa), and he is also armed with a national certificate in Municipal Financial Management from Wits.

He was part of the APMG Public-Private Partnership Founding Program in 2017.

Mayor Mpho Phalatse said, “I wish the acting city manager all the best, and I have no doubt that he will serve the City and its close to six million residents without favour and with a commitment to equitable and quality service delivery.

“The appointment of a permanent city manager is of critical importance and our priority of building a well-run city.”
