The operation, led by Member of the Mayoral Committee (MMC) for Environment and Infrastructure Services Department (EISD) Jack Sekwaila and MMC for Finance Margaret Arnolds targeted affluent areas in Johannesburg, including Dainfern Golf Estate and Aspen Hills Nature Estate.

According to City Power, the residents of the two estates collectively owe over R130m in unpaid municipal services, including water and electricity. The total debt of Aspen Hills and Dainfern Golf Estate amounts to R19.3m and R110.7m, respectively.

The revenue collection drive aims to improve revenue collection and send a clear message that non-payment will not be tolerated, said Arnolds.

“This is not an ambush, if you look at the amounts that these people are owing we should have done it a long time ago. You cannot have someone staying in such a luxurious estate and then owe over R700 000, so, this person has not been paying. They are also bridging the meter boxes. We always think it is only people who live in the townships that are bridging the electricity. Even those who live in this established areas.

“The amounts that they owe are just too much. We are over a million with just a few that we have cut of today. So, it is not an ambush, we are just telling people that you need to pay for your services because, that way, you are also assisting us to give services to others in the city.”

Arnolds, who took charge at the entrance of the Dainfern Golf Estate after the security refused to let them in, said they’re very adamant about collecting money that is owed to the city.

Seven houses in the estate were left in the dark because they owe the city almost R2m.
