Ward 94 councillor David Foley has commended a joint law enforcement operation that targeted by-law infringements at the busy R55 and Main Road intersection near Kyalami Corner.
Foley said he had engaged the Johannesburg Metropolitan Police Department’s (JMPD) by-law director to request a clean-up at the intersection, which has seen an increase in hawkers and food trucks operating illegally on the provincial road.

The operation was attended by the Region A CRUM team, JMPD, the Gauteng provincial team, and SAPS.
“By-laws ignorance and disregard are not an option in Ward 94. There will be many more operations going forward,” Foley said.

According to the councillor, the initiative is in line with Section 47 of provincial road regulations, which prohibits hawkers and informal traders from operating along provincial routes.
“My ward is expansive, and of course, the R55 and Main Road are also part of my ward. It’s a dangerous, fast road where people are speeding, and others stop to buy things on the side of the road. It puts other drivers in danger.”

Foley added that roadside trading could result in accidents, especially on single-lane stretches of the R55.
“Vehicles could have a problem knocking into one another. Therefore, it’s a clean-up operation to ensure that the by-laws of the province are actually taken care of by the various entities that are supposed to do that,” he said.
Foley said that similar interventions have already been conducted in other parts of the region, including Fourways Mall, and would continue across Ward 94.
