Councillor leads crackdown on illegal taxis, hawkers, and adverts
Ward 94 councillor David Foley, with JMPD, CRUM Region A, and Gauteng roads and transport department, inspected Uranium and Winnie Mandela streets in Fourways, addressing by-laws and discussing installing cement barriers to restore order.
Conducting a site inspection targeting illegal taxi parking, unlawfully operating street hawkers, and illegal advertisement signage, was Ward 94 councillor David Foley, together with citizen relationship and urban management Region A, the Johannesburg Metro Police Department (JMPD), and Gauteng province roads & transport.
The operation, on January 27, aimed to restore order and ensure compliance within the area. Addressing residents, while at the intersection of Uranium and Winnie Mandela streets, Foley explained the reasons for the operation.
“There’s been a couple of complaints at this intersection, in particular Uranium and Winnie Mandela streets. There’s a whole lot of taxis and informal traders next to this residential area, so that’s one of the things we’re addressing.”

Foley also discussed plans to improve safety and pedestrian access. “We’re talking about possibly putting up cement barriers here to stop the taxis, so this area can be beautified.

“There are another couple of issues as well, where taxis are driving on the actual pedestrian and cyclist walkway, to which the team’s going to have a look at some solutions.”
On balancing enforcement with fairness, Foley said officials did not confiscate any goods from the traders.
“I think it’s a good idea that they don’t confiscate the goods. It allows them to move, but as per the provincial legislation of the Transport Act, it says no hawkers, traders, or anything on the provincial roads, so people must take heed of this, and that’s very important.
“Thanks to the team for being here. Let’s see some action.”
