Ekurhuleni calls urgent council meeting as probe into senior leadership misconduct deepens
The City of Ekurhuleni is moving to tighten internal accountability as fresh allegations of misconduct within its senior leadership and law-enforcement structures trigger an urgent extraordinary council meeting.
The City of Ekurhuleni (CoE) will convene an urgent Extraordinary Council Meeting this afternoon at 14:00 as it seeks to address escalating concerns over alleged misconduct within its senior leadership and law-enforcement structures.
The meeting aims to brief councillors on the status of ongoing internal processes and reconsider a 2023 decision not to pursue disciplinary action against acting EMPD chief, Brigadier Julius Mkhwanazi, despite concerns highlighted in an internal report at the time.
Mayor Nkosindiphile Xhakaza has shifted rapidly into crisis-management mode following what he described as ‘serious and deeply concerning developments’ emerging from both internal assessments and testimony before the Madlanga Commission of Inquiry.
On November 17, the mayor convened an urgent special Mayoral Committee meeting to table an internal investigation report that outlines troubling allegations of misconduct involving two senior managers.
These issues reportedly mirror concerns previously raised before the Madlanga Commission, increasing pressure on the City to take firm corrective action.

In response, the mayor has instructed the City Manager to initiate a broader internal investigation into alleged misconduct and administrative failings within the City’s law-enforcement environment. The City Manager has been directed to submit a preliminary report within 30 days.
This marks what is likely the City’s strongest internal accountability intervention to date, as scrutiny over governance and leadership integrity intensifies.
