NOTICE FOR A WASTE MANAGEMENT LICENSE APPLICATION NOTICE FOR THE APPLICATION OF A WASTE MANAGEMENT LICENSE FOR NORTH EAST PACKAGING (PTY) LTD UNDER THE TRANSITIONAL PROVISIONS OF THE NATIONAL ENVIRONMENTAL MANAGEMENT: WASTE ACT, 2008, LOCATED WITHIN THE CITY OF EKURHULENI METROPOLITAN MUNICIPALITY, GAUTENG Notice is hereby given for the application of a Waste Management License in terms of the transitional provisions contained in sections 80(4), 81(2) and 82 of the National Environmental Management: Waste Act, 2008 (Act No. 59 of 2008) (NEM:WA) for North East Packaging (Pty) Ltd. The application is submitted in accordance with the Regulations published under Government Gazette No. 53831 of 10 December 2025, which apply to persons who have been called upon by the Minister to apply for a Waste Management License. In particular, the application relates to a person who conducted a waste management activity listed in Schedule 1 of the Act on the date of commencement of the Act and who, immediately before that date, lawfully conducted that waste management activity in compliance with Government Notice No. 91 of 1 February 2002. Triplo4 Sustainable Solutions, on behalf of the Applicant, is undertaking a Waste Management License application in terms of the transitional provisions of the National Environmental Management: Waste Act, 2008 (Act No. 59 of 2008). The Applicant is required to obtain a Waste Management License from the Department of Forestry, Fisheries and the Environment (DFFE). Project Detail: The project relates to an application for a Waste Management License for the existing Spotless Drums division of North East Packaging (Pty) Ltd, which undertakes the cleaning, treatment, reuse and recycling of used industrial drums. The activities undertaken at the facility trigger listed waste management activities in terms of Government Notice No. 921 of 29 November 2013, published under the National Environmental Management: Waste Act, 2008 (Act No. 59 of 2008), specifically Category B, Activity 2 and Category B, Activity 4. In accordance with the transitional provisions contained in sections 80(4), 81(2) and 82 of the Act, and the Regulations published in Government Gazette No. 53831 of 10 December 2025, the Applicant has been called upon to apply for a Waste Management License. The application is being submitted to the Department of Forestry, Fisheries and the Environment (DFFE). Location: The facility is located at 16 Lancaster Street, Benoni, within the City of Ekurhuleni Metropolitan Municipality, Gauteng Province. PUBLIC PARTICIPATION PROCESS As part of the public participation process, Interested and Affected Parties are invited to review the draft Waste Management License Application Report and submit comments on the document. The draft Waste Management License Application Report will be made available for a 30-day review period from 14 October 2026 to 17 November 2026 at the following public places: `Actionville Library (0A Khan Cres, Actionville, Benoni, 1506);
