Ward 17 Clr Simon Lapping has raised concerns over water leaks and visible concrete deterioration at the new Isando Reservoir, which has yet to be commissioned.
During a site visit to the reservoir on July 29, the Kempton Express accompanied Lapping and observed water leaking from sections of the structure, as well as areas where concrete had broken away near the base.
According to Lapping, the reservoir is not operational as waterproofing repairs are underway.

“I am not an engineer, so I cannot say with certainty what is causing the leaks, but from my perspective it appears to be poor workmanship,” he said.
Lapping said he was concerned that a reservoir intended to serve the community for many years was experiencing problems before being commissioned.
“I am extremely concerned considering a reservoir is built to be operational for many years, and here we have a reservoir that is leaking before it has even been commissioned.
“If I recall correctly, construction started in 2020, and it was expected to be commissioned around 2023. I have raised the issue with the head of the Water Department, who has committed to providing me with feedback,” he said.

He added that a new contractor appears to have been appointed to repair the leaks, but questioned whether the work would provide a permanent solution if the structural concrete had been compromised.
According to Lapping, the discovery of the leaks delayed the completion and commissioning of the reservoir. He also questioned whether the concrete mix had undergone the necessary quality testing before construction.
“The new Isando Reservoir will increase water storage capacity in the area. Some companies use up to 30 000 litres of water an hour. I have to question whether proper construction techniques were used or whether this is a case of cadre deployment companies being used that are not qualified for work of this nature,” he said.
Lapping said the DA would continue advocating for appropriately qualified professionals and contractors with proven track records to be appointed for infrastructure projects of this scale.
The Kempton Express requested comment from the City of Ekurhuleni.
Although the municipality was given until August 3 to respond, no comment had been received by the time of publication.
