Transport Department revises Aarto rollout plan for phased national implementation
The Department of Transport has announced a revised timeline for implementing the Administrative Adjudication of Road Traffic Offences traffic demerit system, emphasising the importance of nationwide readiness among municipalities and law enforcement agencies.
The Department of Transport has confirmed revising the Administrative Adjudication of Road Traffic Offences (Aarto) Act implementation plan, which aims to ensure a co-ordinated and effective rollout across SA.
A recent review identified several areas requiring further attention before implementing the system. Key priorities include finalising training for law enforcement officers and back-office personnel, harmonising municipal enforcement systems, and ensuring adequate funding that aligns with the requirements of the Act.
“The department will publish a new proclamation with updated staggered implementation dates. A phased rollout is central to the plan to ensure readiness across all municipalities,” stated the department.
The Act aims to enhance road safety through a uniform traffic enforcement system and demerit points.
Under this Act, drivers, vehicle operators and legal entities responsible for vehicles will be held accountable for traffic offences, with points assigned based on the severity of each infringement. Vehicles will not be penalised, and all users will start with zero points.
Isaac Sileku, the MEC for Mobility in the Western Cape, welcomed the announcement, noting the phased approach provides the necessary time for municipalities, law enforcement agencies and operational teams to prepare adequately.
“Proper preparation and alignment are essential for a successful rollout. A co-ordinated effort ensures that no municipality or stakeholder is left behind, contributing to safer, more efficient mobility across SA,” Sileku said.
The Western Cape Government has reaffirmed its commitment to co-operative governance and active engagement with national and local partners as the phased implementation progresses.
