Officials use private cell phones

I’m a longstanding citizen of Kempton Park and its alarming to see how things are falling apart. There appears to be a complete breakdown of service delivery in the Ekurhuleni Parks Department.
I lodged a complaint in June 2013 concerning a street tree in Croydon. This was never acknowledged and seemingly not acted upon but I felt I had done my duty by reporting the matter.
Today there is cause to complain once again (same culprit) and this was my experience:
The advertised contact number 011-999-3519 just rings unanswered. I had to drive to Kempton Park to see the parks manager.
The security guard was busy on his cell phone and inattentive to his duties.
I met the manager who informed me that the telephones had been broken since last year (showing me a dead handset). They must use their private cell phones to make calls.
They do not have transport to attend to complaints. They must use private transport (I think without compensation).
They do not have the means to print a warning letter to the culprit.
This is shameful and is contributing to a breakdown of law and order in our city.
So what am I left to do? Place myself at risk and take the law into my own hands?
