Water meter leaks for months

Amazing! Fantastic. They are going to spend millions set aside to look at water losses. What a joke.
I have been trying for months via Ekurhurleni Municipality to get a water leak fixed.
The DA councillor for our area – we stay in Van Riebeeck Park – Tracy Butler, was so kind to get involved and e-mailed different departments to notify them about the water problem on Oribi Street.
This water has been seeping through two house’s gardens, with slight seepage from a fourth house.
The water in our garden does not drain away, despite the fact that we dug around the walling to try and let it flow away. It is not sewage as it is clear water but the water in our garden leaves a oily substance on the surface and turns rusty.
There is no burst pipe in the area. The electric box on the pavement is also standing in water. Is the municipality waiting for this box to get so wet and then explode?
Who else can I contact. We are getting desperate. Oribi Street is like a river with mud all over. The street is cracking right down the middle.
Now I ask the question? Where does all this water come from and who is paying for it?
