Trucks simply drive over circle

I have lived on Serena Road for over 20 years. A couple of years ago they put a circle at the crossing of Serena and Major Miller roads.
This thus restricted the weight on the road to 5 tons. Well, this has not stopped overweight limit trucks from still using this road.
They just ride right over the circle, not to mention the damage they are doing. Furthermore, the stop signs at the T-junction of Serena and Toermalyn roads is ignored by these trucks and most motorists.
There are two nursery schools within 200m from this T-junction. I ask, why fix a road and put a circle to stop this behaviour and the metro seems to ignore this and let the circle get destroyed by these trucks.
