Complex infested with rats

In general, can Ekurhuleni do something about this?

PAM writes:

It is with regret I write this letter. Kempton Park has really become infested with rats by the thousands.

A few months ago, some of the old houses that were communes were demolished and flats were built. We are residing at one of the older complexes on Casuarina Road, and all these rats have entered into this complex.

According to the caretaker they can’t put pest control boxes in the common area due to the children playing around.

Can parents not discipline their kids? This complex has 108 units and is also overcrowded, so the rats are really feasting all over.

Our mails to the managing agents, no response has been received. We can’t even open our doors, especially those of us who live in the ground floor units.

In general, can Ekurhuleni do something about this?
