Why have I not received a licence renewal notice?

If possible please find out two things on my behalf. Firstly, why are no vehicle licence renewal notices sent or received in Kempton Park and secondly how am I supposed to find out what the problem is and how this problem is going to be resolved if the 011-999-3830/31/32 (enquiries) and 011-394-5226 (licensing department) numbers are never answered.
The council is surely mandated by law to provide a service to the very same rate payers who pay the salaries of the people who are supposed to serve us. By not providing us with the necessary paper work, how do we as the paying public know what we are being charged for?

1. The onus is on clients to check the expiry date of their vehicle licence. The renewal notices are issued by the Department of Transport. However, residents are requested to double check their addresses with the Registration Authority (RA) to ensure the correct address/s are captured. If a client has not received a notice they can complete an Application for Licensing of Vehicles (ALV) form and take the completed application form to their nearest licencing department or post office. The ALV form is available online at www.licencerenewal.co.za
