How do building plans just go missing?

I read an article on your website of a Van Riebeeck Park resident who warned about having building plans.
I too am in the same predicament. Our property was purchased in 2004. I went to the fifth floor offices about two months ago to obtain a copy of our property plans and council could not find it.

Surely, this is a money-making business. How can the original building plans just go ‘missing’? Now it will cost thousands of rands out of our own pocket to have plans drawn up and submitted.
Residents in Rhodesfield are at their wits end too with houses being converted into ‘rooms-to-let’ accommodation. You can visibly see these structures are illegally erected. Yet, when approaching the municipality, they just say they ‘are aware of it’.
Who does one turn to for help at the end of the day?
