Employ beggars to fix potholes

Just the other day I was thinking to myself if government could employ the beggars, for a minimum wage of course, to just keep the corner they are standing at clean, it would make a difference and that is job creation.

When I saw this, I thought this is just another job they can do with government supplying them with the necessary.
