The photograph in Express of September 14 shows exactly what probably many residents are anticipating will happen.
No matter whether your household (and garden) rubbish is just in plastic bags or in bags placed in wheelie bins, the practice of so-called “pickers” opening them and tipping out the contents, with the resultant mess left uncleared, will surely not end with the introduction of the wheelie bins.
The wheelie bins will, however, make life somewhat more pleasant for the council’s refuse collectors, who from now on will have to handle only the actual bins and not the plastic bags which may contain, for example, broken glass and chinaware, soiled nappies and sanitary/incontinence products, and so on.
