Black bags are taken but wheelie bins left untouched

The municipality asks us to use the wheelie bins but then you still do not get service

On Monday October 30 I put out my wheelie bin with two black bags of rubbish inside it.

As I left home, I noticed that none of the other residents had done so and that they only had their black bags outside.

That evening when I returned, the bin had not been emptied. I then noticed that my bags inside the bin were torn apart and all the rubbish was now loose inside the bin because of the people looking for recycling products, even though I have kept the plastic bottles separate for them.

My question is, why had all the other people’s refuse in bags been collected and mine in a wheelie bin not?

Was it because the truck could not accommodate wheelie bins or did the workers not want to tip the wheelie bin into the truck?

The municipality asks us to use the wheelie bins but then you still do not get service. When is this uncertainty of what and how going to end?
