Since first coming to Krugersdorp about 10 years ago, I have been intrigued by the mass of decaying, partially built houses at the Robert Broom Drive junction near Munsieville.

Who owns them?

Why doesn’t the municipality take them over and supply housing to some of the thousands of people living in miserable informal settlements?
