The proposed contractual arrangement relates to the extension of the existing water and sanitation concession agreement with Silulumanzi (RF) (Pty) Ltd for a further period of 10 years beyond the current expiry date in 2029.

The purpose of the proposed extension is to ensure the continued provision, operation, and management of water and sanitation services within the municipal area, subject to compliance with all applicable legislative and regulatory requirements.

In compliance with section 33(1)(a) of the MFMA, the local community and other interested persons are hereby invited to submit written representations and comments on the proposed contract.

The local community, National Treasury, the Mpumalanga Provincial Treasury, and all other interested persons are invited to submit comments or representations on the proposed extension within 60 days from the date of publication of this notice.

Copies of the following documents will be made available for public inspection at the municipal head offices, official municipal website, and other designated public access points during office hours:

1. The draft extension agreement or proposed contractual terms
2. A statement setting out the municipality’s reasons for the proposed contract
3. A summary of the financial implications of the proposed contract
4. The projected annual obligations of the municipality in terms of the proposed agreement
5. The proposed funding model supporting the affordability of the contract
