Mystery of man ‘handing out SIM cards at intersection’

"Is it legal to hand out a SIM card that has been through the RICA process?"

Callers to the Courier this morning report a man ‘handing out SIM cards to passers-by’ on the corner of Gladstone and McKenzie Streets.

Owen Mulhatton called to say that the man approached him and presented him with a MTN SIM card.

“I find it strange … surely the SIM cards have to be RICAED …. the man said the cards are just good to go. I believe he also had SIM cards from Vodacom.  I am not sure if it is some kind of promotion but there appeared to be no catch.”
