Park users want clarity about security company at Delta Park

Johannesburg City Park and Zoo says they followed the process when they appointed Lemur Security company at Delta Park, and that the guards are present to insure safety and security at the park.

The appointment of Lemur Security Company at Delta Park by Johannesburg City Park and Zoo (JPCZ) has raised eyebrows for some park users.

A group of residents came forward and raised concerns, including the appointment process which they feel was not followed properly. Among other concerns is the waste of taxpayer’s money. They have been communicating with the entity but could not get the clarity they seek.

One of the residents, Jeanne Mortimer, explained that the initial shock of guards arriving in Delta unannounced has passed, but the questions raised in March 2024 are still hanging unanswered, despite their best efforts.

“Our biggest concern is the conflicting information we’re getting. We’ve had conflicting responses in our communication with JCPZ, which doesn’t bode well. They are either dodging the questions or truly do not know what is happening in a park managed by themselves. The lack of a public demand, or even public engagement, in this matter is exceptionally concerning considering the taxpayer’s role in both fitting the bill and frequenting the park.”

They request more information on the roles, responsibilities, and mandate of the security company at the park. The guards have reportedly been seen sitting more often than patrolling around the park, there is still an issue of vagrants, even with guards working, users do not know if they are supposed to feel protected as the guards are unarmed, and are questioning what training they have.

“Unless we understand why the guards were appointed and what their mandate is, nobody can comment on if they are doing anything right or wrong. The complaints I have seen are that they sit on the benches all day, but for all we know, that may be exactly what they were hired to do. We need those in charge to step forward and explain what is going on here. I have no reason to believe that any one of the individual guards posted in the park are behaving contrary to their instructions.”

Mortimer added that they expect simple, open communication from the JCPZ. “Allow the public insight into the intention of suddenly guarding the park. Ensure a logical and safe approach so that the park users have a good experience rather than just spending tax money.”

Jenny Moodley, spokesperson of JCPZ, explained that they have been working closely with all security companies appointed as part of a long-term contract to oversee the security of JCPZ’s assets in its various parks, cemeteries, nature reserves, and at the Johannesburg Zoo.

“The appointment of security service providers involves a rigorous evaluation and shortlisting process, to ensure that the companies selected meet the highest standards of compliance and professionalism. The appointment of Lemur Security followed this process and met all requirements set by the bid specification committee to secure the environment for the enjoyment of all park users.”

She added that their valued contribution reflects JCPZ’s unwavering commitment to safeguarding Delta Park, and the entity is confident that Lemur Security is significantly enhancing the security measures in place.

JCPZ calls on residents and private security companies in the area not affiliated with them to support security interventions at the park and to complement blitz and cleanup programmes.

“Collaboration is key, and we urge stakeholders, including the Friends of Delta Park, to support the day-to-day operations of the appointed security company at the facility. We caution against any conduct that undermines the collective efforts to preserve and protect this vital green space in the City of Johannesburg.”

She further said that residents with concerns may email Molefe Seale at mseale@jhbcityparks.com for added assistance or call JMPD at 011 375 5911 and alert Lemur Security on site of any suspicious activity at Delta Park.

Questions about the allegations were sent to Lemur Security’s owner, but they could not respond due to contractual restrictions with JCPZ.
