Community representative Maletsatsi Zimu, who led the delegation, was clear about the purpose of the visit. “We are the community of Cosmo City. We are just here to submit our memorandum, basically listing our grievances and the things we are not happy about.”

The community’s frustrations centre on the rising cost of electricity, the impact of load reduction on households, and the unexplained consumption of units on their meters even during outages. Residents also raised strong objections to the installation of smart meters, which they say was carried out without their consent.

Ward councillor Sello Mabelebele, who accompanied the delegation, challenged Eskom on its treatment of residents who are meeting their payment obligations. “You are being unfair, because you are treating those who are paying the same way as those who are not.”

He also expressed frustration at the lack of response to outage reports submitted through a dedicated councillor support channel. “People will report we don’t have electricity for a week. We report there. No response.”

Eskom customer service senior manager Nokuthula Mntungwa received the delegation and acknowledged the concerns raised. She assured residents that a specific official they had objected to would play no role in future engagements. “When you guys come for the meeting, we will make sure that he’s not there.”

Mntungwa signed both copies of the memorandum and retained one. She committed to reviewing all of the demands and reaching out within 14 days to arrange a follow-up meeting with a ten-person community delegation to discuss the way forward.
