Akasia library handover, reopening on ice due to snag list

"The library should have been handed over on May 30, 2021, but after inspection it was determined there was an outstanding snag list that needed to be completed."

The handover and reopening of the Akasia library would only be done once the snag list of what still had to be done was completed, ward 4 councillor Ridge Petersen said.

“The library should have been handed over on May 30, 2021, but after inspection it was determined there was an outstanding snag list that needed to be completed,” he said.

A snag list referred to list of small things which needed to be done before a building or project was completely finished.

Petersen said the snag list at the library included the finalisation of the paving, general cleaning of the outside area, addressing minor internal and external defects, a pedestrian crossing and for the main contractor to provide proof of a fully paid utility bill before leaving the site and submit a completion file.

The delays in the completion of the relocation and refurbishment of the library was reportedly due to an impasse at the site between the main contractor, Gauteng infrastructure development department and the Gauteng sports, arts, culture and recreation department.

“The impasse was over late and non-payments, among other things,” he explained.

Petersen further explained that the initial duration of the “fast-tracked” project was expected to be 12 months following the handover which was done on October 16, 2017.

The contract for the project was awarded at over R18-million – R18 298 152, 68 to be exact.

While it was unclear when the library would be ready to be handed over to the Tshwane metro and opened to the public, the relocation to its new premises was completed in June.

The library is now located behind the Akasia municipal offices.
