Capital City investigates deputy mayor for fraud

Moya allegedly misappropriated about R10 000 in substance and travel allowance for a work trip she eventually didn’t take to West Asia in 2020, according to the EFF.

A fraud investigation has been initiated against the Capital City’s first-ever deputy.

Dr Nasiphi Moya of ActionSA serves as social development and community services MMC and deputy mayor.

The University of Cape Town master of philosophy and PhD political science graduate was appointed chief of staff in the office of Tshwane mayor in 2019, head in the Office of the Tshwane Chief Whip in 2016, and member of the DA in 2011.

According to the EFF, Moya misappropriated about R10 000 in subsistence and travel allowance for a work trip to West Asia she eventually didn’t go on in 2020.

EFF Tshwane regional chairperson Obakeng Ramabodu levelled allegations at the deputy mayor for committing the fraud over a trip to Saudi Arabia.

He alleged the trip, attended only by two officials after Moya cancelled despite taking the allowance, cost R65 000.

He said Moya was head of the chief of staff office when Stevens Mokgalapa was mayoral.

Tshwane spokesperson Sipho Stuurman said the allegations against the deputy mayor were under investigation.

“The deputy mayor has publicly stated that she will subject herself to any formal city process, and will fully cooperate with any investigation.”

While briefing journalists following her election, Moya said she would approve of any decision arising from the findings of the forensic accounting officer and acknowledged she did not travel to that trip.

“I need to also relook at my record as I cannot confirm if I paid back the money.”

Tshwane mayor Cilliers Brink said the newly-elected Moya was elected into the position to stabilise the coalition government.

He said the position was created pursuant to Section 55 of the Municipal Structures Act, and an MMC post had to be dissolved to make space for a deputy mayor.

Rekord understands the deputy mayor will cost the metro about R65 792 more than an MMC package of currently around R1.7 million per annum.

Financial implications of the post:

– two four/five-seater 4-door sedans valued at R1-million each
– salary of R422 611 each for four council members
– a clothing allowance of R15 000 each for four council members.

The deputy mayor may not be dismissed by the mayor, but rather by the council.

The deputy mayor’s role entails:

– controlling the levers of Tshwane’s power if the first citizen is absent or unavailable
– may also issue further powers and functions
– may dismiss any MMC.
