Probe into Menlyn event noise as complaints persist
An investigation is underway, with an acoustic report set to guide possible action following renewed resident complaints.
The Tshwane metro has confirmed that an investigation is underway into recent noise complaints linked to events at Menlyn Park Shopping Centre, as pressure mounts from residents and councillors for stronger intervention.
Metro spokesperson Lindela Mashigo said the metro is awaiting a detailed acoustic report that will determine the next course of action.
“An investigation is underway, and a report has been requested from the acoustic specialist. This report will inform further discussions and guide any actions to be implemented,” he said.
Mashigo maintained that the event in question followed due process and complied with existing regulations.
He confirmed that it was approved by the Joint Operations Committee (JOC), with a permissible noise limit of 95 dBA in line with the Gauteng Noise Control Regulations, 1999.
According to Mashigo, officials from the City’s Noise Management Unit were deployed on-site to monitor sound levels.
“The recorded readings ranged between 50 dBA and 65 dBA,” he said, adding that these levels fall well below the legal threshold.
He further explained that event organisers are required to appoint an independent acoustic specialist to monitor sound throughout the event, with that report now expected to provide further clarity on the situation.
Mashigo added that, at this stage, no enforcement action has been taken because the recorded sound levels did not exceed prescribed limits.
“Previous noise measurements were found to be within the prescribed limits; therefore, no law enforcement actions were taken,” he said.
He said Municipal Health Services remains involved in event planning through participation in JOC meetings, where noise management is addressed in advance.
“The section will ensure that appropriate recommendations and enforcement actions are implemented where necessary,” he said.
Despite these assurances, residents across Pretoria east say the impact of the noise tells a different story.
Liandie Jonker, a resident who has previously raised concerns, described the ongoing disturbances as unacceptable and disruptive to daily life.
“Sunday evenings are traditionally a time for rest and preparation for the work week. The persistent high-decibel noise has made it impossible for residents to enjoy any semblance of quiet or relaxation,” she said.
Jonker added that the noise appears to travel far beyond the immediate vicinity of the shopping centre, affecting multiple suburbs.
Another resident, Hanrie Coetzee from Newlands, echoed these frustrations, saying the sound was clearly audible inside her home.
“I live in Newlands and can hear the music as if it is in my house,” she said.
Residents argue that while official readings may indicate compliance, they do not reflect how the noise is experienced across surrounding communities, particularly during evening events.
Ward 83 councillor Andrew Lesch said complaints continue to be reported, raising concerns about the frequency and timing of events.
“Despite all our attempts to get Menlyn to work with and not against the community, they are revving up the sound again on a Sunday night,” Lesch said.
He noted that the issue affects a wide range of residents, including students preparing for exams and elderly individuals who are particularly sensitive to noise.
Lesch also raised concerns about the broader impact on residents’ rights, arguing that the disturbances extend beyond what should reasonably be expected.
While the metro maintains that previous measurements showed compliance, Mashigo confirmed that formal complaints were received following the latest event and are being taken seriously.
“The city became aware of these concerns through the recent complaints received. These complaints are being taken seriously and are subject to ongoing monitoring,” he said.
