No approval, no building – metro comments on building process

The Tshwane metro has urged residents to ensure their building plans are approved before construction begins, warning that incomplete applications and non-compliance could lead to costly delays.

Residents planning to build, renovate or extend their properties have been urged to ensure their building plans are approved before construction begins.

The Tshwane metro warned that failure to follow the correct application process could result in delays, additional costs and non-compliance with municipal regulations.

MMC for Economic Development and Spatial Planning Sarah Mabotsa encouraged residents, developers and property owners to familiarise themselves with the city’s building plan application and approval process to ensure developments comply with municipal requirements.

“Before any construction work begins, residents must ensure that the necessary building plans have been prepared and approved in accordance with the city’s requirements,” Mabotsa said.

“The City of Tshwane is committed to a transparent, efficient and compliant building plan approval process that supports quality property development while ensuring public safety, sustainable development and orderly urban planning.”

Mabotsa explained that applicants are required to prepare the necessary documentation before submitting their building plans for assessment.

“Once submitted, applications are circulated to the relevant municipal service departments for comments and technical inputs before undergoing a final evaluation, assessment and decision.

“If corrections or additional information are required, the application will be returned to the applicant for resubmission.”

Mabosa said they encourage residents to consult registered professionals and ensure that all documentation is complete before lodging an application to avoid unnecessary delays.

Applicants are required to submit the following documents:

Completed application forms, a surveyor-general diagram showing the size and dimensions of the property, and zoning certificate confirming the property’s use zone or land use rights.

The sewer connection slip indicating connection points; and title deeds confirming ownership, property description, restrictions and servitudes.

At least two sets of architectural drawings prepared by a professional registered with the South African Council for the Architectural Profession (SACAP), with one coloured and one black-and-white copy.

The Proof of Company Registration (CIPC/CIPRO), Special Power of Attorney, interparty agreement for extensions to a sectional title scheme or duet, the Homeowners’ Association approval, and agreement certificate.

The city charges a building plan submission fee of R23 per square metre, subject to a minimum fee of R920.

Mabotsa urged applicants to seek professional advice before submitting their plans.

“Working with a registered professional and ensuring compliance with all municipal requirements from the outset will help streamline the approval process and reduce the likelihood of applications being returned.”

Centurion Municipal Offices, corner of Basden Avenue and Rabie Street, Lyttelton.

Region 5

Thembisile Chris Hani Building, Petra Diamonds, Cullinan.

Region 6

Shere Holding 43, Struben Street, Shere Small Holdings.

Region 7

Licence Department Offices, corner of Botha and Kruger streets, Bronkhorstspruit.
