The Standerton Advertiser enquired about the R20 fee that Lekwa residents pay for proof of residence when it was first brought to our attention in 2014 and we were told that it is an administrative fee.
Mr Sipho Mkwanazi, municipal spokesman at the time, said people leave their statements at home and ask for a proof of residence at the municipality.
“Paper and ink are expensive and we cannot supply proof of residence for free,” Mr Mkwanazi said.
The Standerton Advertiser embarked on an investigation and these were the findings;
A local stationery shop sells a pack of 500 sheets of A4 white papers for about R50 and black cartridge ink ranges between R250 and R700.
According to a shop assistant, the cheapest black cartridge ink, which is about R250, can print up to 100 papers.
If 25 local residents pay R20 for proof of residence on the same day, the municipality will make R500.
