Public space no longer public

Rezoning of the closed portion is reportedly currently underway.

The City of Johannesburg Property Company (JPC) confirmed that a part of the park on the east side of Keyes Avenue in Rosebank is now permanently closed.

Loyiso Tunce of Communications and Stakeholder Management Office of the MMC for Development Planning shared the JPC permanent park closure certificate of a portion of the remainder of Erf 209 Rosebank [the park on Keyes Avenue].

The certificate states that in terms of the provisions of Sections 67 (9) (a) of the Local Government Ordinance No.17 of 1939 which affirms that ‘a proposal that steps can be taken for the closing or diversion of a street or portion of a street shall be dealt with at a meeting of the council’. The City of Joburg, therefore, held a meeting pertaining to this proposal in 2015 and reached the decision to permanently close the said portion of the park.
