Ward 81 councillor, Joanne Horwitz, is worried that displaced people in Lyndhurst are not only occupying buildings illegally, but have also taken over pavements and occupied them illegally as well.
This follows after a resident on Johannesburg Road in Lyndhurst, who doesn’t want to be identified, reached out to the publication on March 9, stating that a displaced person had moved onto his neighbour’s pavement, which had become an eyesore because of all the recyclable material the displaced person kept.
A reporter and Horwitz visited the illegal dwelling on March 10, where they were met with a pile of litter.
The councillor said the displaced person was from a nearby illegally occupied property, “This litter likely belongs to a gentleman who moves up and down Johannesburg Road.

His base of operations is further up in a vacant private property and joins other illegal occupants there, and unfortunately, the City of Johannesburg cannot evict because it’s a private property.”
Horwitz noted that she would exhaust as many resources as she could and make Pikitup aware of the situation so that they could collect the litter, and would reach out to JMPD to move the person off of the pavement and potentially to a place of safety.
